Productivity Commission National Agreement For Skills And Workforce Development

The intervention focuses in particular on issues related to point 5 of the all activities, which calls on the Commission to « explore options to ensure that public investment in vocational training promotes greater participation of all Australians in training and corresponds to the outcomes and benefits of individuals, businesses, industry, of the local and national economy and society in general », while stressing that vocational training will only lead to increased participation. NASWD sets targets for the skills of Australians through the vocational training system and is committed to undertaking reforms to ensure the system`s accessibility, provide quality services and operate efficiently. NasWD contains performance indicators and targets to track progress. To improve accountability, the agreement should clarify the roles and responsibilities of governments. Together, these commitments should create an effective partnership between governments in defining vocational training policy and monitoring the provision of vocational training services. This study will assess the progress made by governments vis-à-vis NASWD and whether the agreement still provides an effective long-term framework for government policy and cooperation.
